Thanks to advocacy from CBIA, with support from BIA San Diego, Governor Newsom signed AB 2044 (Petrie-Norris) into law on August 27. State law already requires that building standards affecting housing include a cost-of-compliance analysis — but enforcement has been spotty, and rising code costs keep hitting working families. AB 2044 gives that requirement teeth: the Building Standards Commission can no longer consider proposals that skip the required analysis. This is a simple, effective fix for keeping new regulations honest about their cost.
