The BIA submitted the attached letter outlining our recommendations following years of policy development with the County of San Diego. We have highlighted a policy outcome that offers the highest amount flexibility for industry and a common sense phased in approach that doesn’t upend development plans. Furthermore, we have recommended that they align the implementation of any IHO to the adoption of housing unlocked (zoning ordinance update) and the expansion of the reducing barriers to housing in all village areas.
