On Wednesday morning (11/19/25) at 9:00 AM, the County Board of Supervisors are going to finally hold a Housing Workshop. Your BIA San Diego will be making a presentation. The below document has a lot of background information. We will only be able to cover the highlights.

Some pivotal points that can be made.
- In the County’s Development Feasibility Analysis it was determined it is nearly impossible to build housing in unincorporated San Diego due to regulatory barriers and financial and market landscape.
- The County is far behind its own schedule on major policy changes, including updating the zoning ordinance to comply with the General Plan, inclusionary housing and a true VMT solution.
- Most of the housing completed today are residual projects that have been in the pipeline for years and ADU units.
