Expanding Spheres of Influence

BIA is working with the San Diego County Local Agency Formation Commission (LAFCO) as they begin Sphere of Influence (SOI) Updates throughout the County. LAFCO establishes, amends, and updates SOI for all cities, towns, and most special districts in San Diego County.  SOI’s designate the territory LAFCO believes represents the appropriate and probable future service areas and jurisdictional boundaries of the affected agencies. BIA sees an increasingly important role in the discussion of SOI determinations because it is related to where jurisdictions allocate their housing need assignments. This week, BIA supported LAFCO by recommending the Commission update their internal workplan and begin their Municipal Service Reviews for the City of Carlsbad and the City of Oceanside.
